Community Development Block Grant
Application for Community Development Block Grant (CDBG) entitlement funds for projects such as Infrastructure, New Production and Preservation of Affordable Housing Units, Workforce, and Economic Development, Blight Mitigation, Job-creating Commercial Real Estate Development, and other activities that benefit low/moderate-income communities and households or support in the creation and retention of permanent, full-time equivalent jobs for individuals of low/moderate-income households. Allegheny County accepts applications for entitlement funding from Municipalities, Councils of Governments, and Non-profit agencies.

Community Development Block Grant
This application is for Community Development Block Grant (CDBG) entitlement funds. Allegheny County is soliciting applications for projects in the following categories:
- Business Development/Technical Assistance/Childcare Initiatives
- Workforce Development
- Commercial District Stabilization/Blight Removal
- Mainstreet Revitalization
- Infrastructure improvements
- Housing Development
- Site Development
- ADA Improvements
Eligible applicants include Municipalities, Councils of Governments, Non-profit, and, in some cases, For-profit agencies.
IMPORTANT NOTES:
- The minimum funding request is $50,000.
- Projects must be ready to begin and substantially progress during the program year.
- Projects must align with the County’s All In Action Plan.
- Applications from individuals are not accepted.
- Projects must be within Allegheny County, yet outside of the Cities of Pittsburgh, McKeesport, and Penn Hills, as these areas are separate HUD CDBG entitlement communities. If your project is within one of these communities, please contact them directly for information on how to apply for funding.

CDBG 2026 PRE
Community Development Block Grant Pre-Application
Pre-applications for Community Development Block Grant (CDBG) funding are required when applying for funds for public improvement projects. This includes any activity that involves construction. Examples include but are not limited to sewer and water, street construction, building improvements, sidewalk improvements, catch basins, demolition, and ADA improvements.
IMPORTANT NOTES:
- Applications from individuals are not accepted
- Projects must be within Allegheny County, outside of the City of Pittsburgh, McKeesport and Penn Hills as these areas are separate CDBG entitlement communities.
